Command centers

Software for C4 and C5 command centers

A command platform to receive every report, dispatch the right unit and follow through to closure, with linked calls, real-time maps and reliable figures for leadership.

Includes

  • Report and call intake
  • Unit dispatch and tracking
  • Real-time maps and observatory
  • Supervision and shift reports

The challenge

When operations depend on a radio and a notebook

In many response centers, reports come in by phone, get written in a notebook or spreadsheet and are relayed by radio. Information is duplicated, response times aren't measured and the next day nobody can reliably reconstruct what happened.

A command center needs everyone involved, from call takers and dispatchers to supervisors and directors, to see the same information at the same time, each with the permissions their role requires.

We design command platforms that bring intake, dispatch, tracking and statistics together in a single system, running 24/7.

The solution

One incident, from the call to the statistics

Here is how a report moves through the platform. At each step you see which modules are involved and what gets recorded without entering it twice. Everything is configured with your own catalogs of incidents, zones, units and roles.

  1. 01

    Step 01

    Call or report intake

The call reaches one of the center's extensions and the platform detects it in real time. The call taker sees the history for that number.

    Modules at work

    • Linked calls
    • Report intake and capture

    Automatically recorded

Time received, phone number and recording

  2. 02

    Step 02

    Logging and case number

The call taker logs the report with an automatic case number, keyboard shortcuts and field-level validation. The call is linked to the report it generated.

    Modules at work

    • Report intake and capture
    • Linked calls

    Automatically recorded

Unique case number, incident type, people and vehicles

  3. 03

    Step 03

    Dispatch

The dispatcher assigns units and personnel to the incident. The map shows the zone and what is happening around it.

    Modules at work

    • Unit dispatch
    • Observatory and maps

    Automatically recorded

    Assigned unit and dispatch time

  4. 04

    Step 04

    Unit in the field

The unit updates the response status from the app. Dispatchers and supervisors see it in real time.

    Modules at work

    • Unit dispatch
    • Activity log and follow-up

    Automatically recorded

    Response statuses and arrival time

  5. 05

    Step 05

    Closure

The supervisor reconciles the report and closes it, or reopens it if needed. Every action is stamped with date, time and user.

    Modules at work

    • Activity log and follow-up
    • Roles and access control

    Automatically recorded

Closure time, supervisor and change log

  6. 06

    Step 06

    Statistics and indicators

Operational data feeds incident sheets, matrices by period, heat maps and indicators by shift. No one has to merge spreadsheets.

    Modules at work

    • Reports and statistics
    • Observatory and maps

    Automatically recorded

Response times by shift, zone and type

Benefits

Operational results

Measurable response times

Every stage, from the call to closure, is logged with an exact timestamp and can be analyzed by shift, zone or type.

A single version of events

Call takers, dispatchers and supervisors work on the same report in real time.

Sensitive information protected

Data on people and vehicles is encrypted, with logs of who accesses it and on-screen watermarking.

Decision-ready statistics

Reports and maps generated on demand, with no double data entry or spreadsheet consolidation.

Reference case

Command center for a university campus

We designed, built and operate a command platform for the security of a university community: call intake, unit dispatch, incident tracking, a geospatial observatory and management reporting, all running on in-house infrastructure.

Use cases

Where it's used

01

University security

Incident response across a multi-site campus, running continuously over five shifts.

02

Municipal C4 and C5 centers

Intake of citizen reports, patrol dispatch and statistics by neighborhood.

03

Emergency management

Tracking emergencies, drills and large-scale events with participating agencies.

04

Industrial parks and corporate campuses

Management of security patrols, access points, alarms and asset protection incidents.

Every project follows the same process: we understand the operation, model it and validate a prototype before we build.

Frequently asked questions

Frequently asked questions: C4/C5 command centers

What is a CAD system for command centers?

CAD stands for computer-aided dispatch. It's the system a command center uses to log every report, assign units, track the response and produce statistics. Our platform covers those functions and adds telephony, maps and reporting.

Does the platform work for a university command center?

Yes. The platform was born in a multi-campus university environment and adapts to municipal, state and private security C4 and C5 centers.

Can it integrate with our phone system?

In most cases, yes. We capture SIP calls passively through a mirror port on the network, without changing the existing PBX configuration.

Can you migrate our historical reports?

Yes. We import reports from spreadsheets or legacy systems, normalizing locations, incident types and dates so your statistics include historical data.

How many call takers can work at the same time?

The platform is designed for concurrent use by multiple call takers, dispatchers and supervisors, and is sized to each center's volume.

Where is the system installed?

On the institution's servers or in a private cloud. Access is through encrypted tunnels and identity verification, with no ports exposed to the internet.
